To be at rest, repose; in Hifil, to give rest or establish firmly
A verb expressing cessation of turmoil and the attainment of rest or stability. In the Niphal, it conveys the imperative 'be still!' as in Jeremiah 47:6, where the prophet commands the sword of the Lord to return to its sheath and be quiet. The Hifil carries both a causative sense -- 'give rest to' (Jer 31:2, of God leading Israel to rest) -- and a more specialized meaning of establishing something permanently, as in Isaiah 51:4 where God's justice is 'settled' as a light for the peoples. The Arabic cognate raja'a (to return) suggests the underlying image is of returning to a state of repose after wandering or agitation.

Senses
1. give rest, be at rest To be at rest or to cause rest; in Niphal 'be still, repose' (Jer 47:6), in Hifil 'give rest to' (Jer 31:2, Jer 50:34). Spanish 'descansarás' and 'para-darle-descanso' (to give him rest) capture the range from intransitive repose to causative granting of peace. Deut 28:65 uses the negative -- Israel will find no rest -- intensifying the covenantal warning.

2. establish, settle firmly To establish or settle something firmly in place, a specialized Hifil usage in Isa 51:4 where God declares 'I will establish my justice as a light to the peoples.' Spanish 'estableceré' (I will establish) distinguishes this from mere rest, pointing toward permanent founding. This sense extends the root metaphor: what is truly at rest is what has been fixed in its proper place.
