A verb meaning to act hostilely toward someone, to treat as an adversary or foe. Exodus 23:22 promises divine protection: 'I will be an enemy to your enemies' (parallel to 'I will oppose those who oppose you'). Deuteronomy uses it twice forbidding Israel from showing hostility to Moab (2:9) or Ammon (2:19). Esther 8:11 permits the Jews to destroy 'those who would assault them.' The word emphasizes active hostility and oppressive behavior, not mere dislike.
