This adjective captures a mood of loud, triumphant exultation, often applied to cities personified as reveling in their prosperity. Isaiah uses it repeatedly to characterize places like Jerusalem and Tyre before their downfall (Isa 22:2; 23:7), and Zephaniah applies it to Nineveh (Zeph 2:15).
