Conj-w | V-Hifil-ConsecImperf-3ms  |  18× in 2 senses
To mock, scorn, deride (Qal/Hifil); also to stammer or speak unintelligibly (Nifal).
Primarily a verb of contemptuous ridicule. Jerusalem mocks the defeated Assyrian army (2 Kgs 19:21), God laughs at the wicked (Ps 2:4), and Proverbs warns that mocking the poor insults their Maker (Prov 17:5). The verb appears across Qal and Hifil stems with the same basic force, and Spanish consistently renders it with forms of 'burlarse' (to mock). A rare Nifal use in Isaiah 33:19 describes a foreign people of 'stammering' speech — incomprehensible language perceived as barbarous babbling. This phonetic sense connects to the Syriac cognate meaning 'to stutter,' showing how mockery and unintelligible speech share the idea of language that fails to communicate properly.

Senses
1. mock, scorn, deride To mock, scorn, or hold in derision (Qal and Hifil), treating someone or something with open contempt. Used of Jerusalem's triumph over Sennacherib (2 Kgs 19:21 = Isa 37:22), of God deriding the wicked (Ps 2:4; Job 9:23), of enemies mocking the righteous (Jer 20:7; Neh 2:19), and of Wisdom personified mocking the complacent (Prov 1:26). Spanish 'burlarse' and English 'mock/scorn/deride' consistently capture the hostile, contemptuous tone across all these passages. 17×

2. stammer, speak unintelligibly To stammer or speak in an unintelligible manner (Nifal), referring to foreign or incomprehensible speech. Found only in Isaiah 33:19, describing a fierce people whose language Israel cannot understand — 'a people of stammering lip.' The Syriac cognate means 'to stutter,' and the Arabic parallel 'lajlaja' likewise denotes confused speech. The semantic connection to sense 1 lies in speech perceived as defective or degraded.
