fearful, terrible; causing fear or dread, or worthy of reverent fear
This adjective describes something that inspires fear—either terror (something frightening) or awe (something worthy of reverence). The root phobos (fear) can mean either dread or respect. All three New Testament uses appear in Hebrews, describing fearful realities in relation to God: the expectation of judgment, falling into God's hands, and Moses' reaction to Sinai's theophany. These are not irrational fears but appropriate responses to divine holiness and judgment. The term captures the seriousness and weight of encountering the living God.

1. sense 1 Hebrews 10:27 warns apostates of a "fearful" (phobera) expectation of judgment and fury of fire about to consume God's adversaries—terrifying prospect for those who spurn Christ. Hebrews 10:31 declares it is a "fearful" (phoberón) thing to fall into the hands of the living God—his holiness makes his judgment appropriately terrifying. Hebrews 12:21 describes Moses' response to Sinai: so "terrible" (phoberón) was the sight that Moses said, "I tremble with fear"—even the mediator overwhelmed by the theophany's weight. The Spanish terrible, French and German furchtbar all convey the fearful/terrible quality. These are not phobias but rational fear—the appropriate response to holiness, judgment, and divine majesty that rightly inspires trembling and drives people either to repentance or confirms them in apostasy.
