2. adversary, foe — Substantivized participle or adjective used as a noun meaning adversary, opponent, or enemy. In Isa 59:19 the tsar is one who oppresses or attacks, rendered German Bedraenger (oppressor), Hindi shatru (शत्रु, enemy), Korean jo-eun (좋은, contextually hostile one), Spanish angosto (metaphorical narrowing/constriction).
