In Daniel 3:2-3, satraps head the list of officials summoned to the dedication of Nebuchadnezzar's golden image, and in Daniel 6:1-2, Darius appoints 120 satraps under three overseers. The term signals the administrative machinery of the empire that forms the backdrop to Daniel's narrative.
