χειροτονέω originally meant to vote by stretching out the hand (χείρ 'hand' + τείνω 'stretch'), the standard method of voting in Greek assemblies, but it came to mean more generally to appoint or select someone for a position. In Acts 14:23, Paul and Barnabas 'appointed elders (χειροτονήσαντες πρεσβυτέρους) for them in every church' on their return journey, with prayer and fasting commending them to the Lord. In 2 Corinthians 8:19, Paul mentions that his traveling companion 'was appointed (χειροτονηθείς) by the churches to travel with us' in carrying the collection to Jerusalem—here the passive voice emphasizes that the churches themselves made the selection.
