Citizen; a member of a city or political community with recognized civic standing.
Denotes a person who belongs to a particular city (polis) and enjoys its rights and responsibilities. In Luke's parables, the word describes fellow-countrymen of a nobleman (Luke 19:14) and a local landowner (Luke 15:15). Paul claims citizenship of 'no insignificant city' -- Tarsus (Acts 21:39). In Hebrews 8:11 it appears in the new-covenant promise where every citizen will know the Lord. The word always presupposes a communal, civic identity rather than mere residence.

In Luke 15:15 a citizen of that country hires the prodigal son, and in Luke 19:14 the citizens hate the departing nobleman -- both parabolic uses highlighting social belonging.
