Adj-ms  |  10× in 3 senses
At ease, secure; ranging from genuine tranquility to complacent self-assurance and insolent arrogance.
An adjective whose meaning pivots dramatically on context, spanning the entire spectrum from blessed peace to condemned complacency. Isaiah uses it positively for Jerusalem as a 'quiet habitation' (33:20) and for Israel's 'undisturbed resting places' (32:18), yet just verses earlier rebukes the 'women who are at ease' (32:9, 11). Amos opens his woe oracle against those 'at ease in Zion' (6:1), and the psalmist laments the scorn of the complacent (123:4). French 'insouciant' (carefree, heedless) brilliantly captures the pejorative middle ground. In its most extreme form, it denotes Sennacherib's 'arrogance' before God (2 Kgs 19:28).

Senses
1. complacent, carefree, at ease (pejorative) Complacency, false security, or careless ease in a pejorative sense -- rebuked by prophets as spiritual danger. French 'insouciant' and 'sans souci' (without care) precisely capture the heedless, self-satisfied tone. Amos 6:1 ('Woe to those at ease in Zion'), Isa 32:9, 11 ('complacent women'), Ps 123:4 (the scorn of the complacent), and Zech 1:15 (nations 'at ease' while Israel suffered) all carry this negative valence.

2. at ease, secure, tranquil (positive) Genuine tranquility, security, and undisturbed peace -- a positive condition of blessed rest. Spanish 'tranquila/tranquilos' and English 'quiet' reflect this gentler meaning. Isaiah 32:18 promises God's people 'secure resting places,' and 33:20 celebrates Jerusalem as a 'quiet habitation.' Job 12:5 describes one 'at ease' in contrast with the sufferer, though this borders on the pejorative sense.

3. arrogance, insolent pride Arrogance or insolent self-assurance pushed to its extreme, describing aggressive pride before God. Attested in the parallel passages 2 Kgs 19:28 and Isa 37:29, where God confronts Sennacherib: 'your arrogance has come up to my ears.' Spanish 'arrogancia' and English 'arrogance' are unambiguous. BDB notes the textual variant 'uproar' (she'onkha), but the Masoretic reading preserves the semantic trajectory from ease to overconfidence to insolence.
