To stir up or disturb (the sea); to be still, calm; in a moment, suddenly (Hiphil adverbial use)
A compact verb that spans the paradox of divine power over the sea. In the Qal participle, God is 'the one who stirs up the sea so that its waves roar' (Jer 31:35; Isa 51:15) -- the sovereign agitator of cosmic waters. Yet in Job 26:12 the same root appears to mean the opposite: 'by His power He stilled the sea,' the cosmic storm-tamer. The Hiphil denominative, derived from the noun rega' (a moment), yields an adverbial sense -- 'in a twinkling' -- used of the fleeting nature of falsehood (Prov 12:19) and the instantaneous speed of divine judgment (Jer 49:19; 50:44).
