high, tall, lofty — adjective describing physical height or figurative exaltation and pride
Gavoah is an adjective with a sweeping vertical range, from the literal height of walls, mountains, and trees to the figurative elevation of haughtiness and divine exaltation. In the flood narrative, the waters cover 'all the high mountains under the whole heaven' (Gen 7:19). Deuteronomy's fortified cities have 'walls high and fortified' (Deut 3:5; 28:52), and Esther's Haman builds a gallows 'fifty cubits high' (Est 5:14; 7:9). The figurative register begins with Hannah's song — 'talk no more so very proudly' (1 Sam 2:3, literally 'high, high') — and continues through Isaiah's warning that every 'high tower' and 'lofty wall' will be brought low on the Day of the Lord (Isa 2:15). Ezekiel uses it for cosmic geography: the 'high mountain' where God plants the messianic cedar (Ezek 17:22; 40:2). Daniel's ram with two 'high horns' (Dan 8:3) bridges the literal and symbolic. The Psalmist affirms that God, though gavoah, 'regards the lowly' (Ps 138:6).

The formula 'al kol-har gavoah ('upon every high mountain,' Isa 30:25; Jer 3:6) and 'al kol-giv'ah gevohah' ('upon every high hill,' 1 Kgs 14:23; 2 Kgs 17:10; Jer 2:20; 17:2) recurs in prophetic denunciations of illicit worship on elevated sites. Spanish 'alta/altas,' French 'haut,' German 'Hoehe' all render the straightforward spatial sense. 37×
