to come upon, spring up (of wind)
A verb meaning to come into being after, arrive subsequently, or spring up. Acts 28:13 uses it of a south wind 'coming up' (ἐπιγενομένου) that enables Paul's ship to continue its journey. Classical usage included the sense of posterity coming after or events following in sequence. Here the nautical context suggests a favorable wind arising after a period of waiting.

After circling around to Rhegium, the sailors wait for the right conditions. When the south wind springs up, they seize the opportunity to sail to Puteoli. The genitive absolute construction marks this as the enabling circumstance for the next leg of Paul's journey to Rome.
