This verb describes spreading or laying something over a surface as a covering. In Ezekiel's vision of dry bones (37:6, 8), God promises to spread skin over the reconstituted skeletons, the final stage of bringing dead Israel back to life. The image is of overlaying or encrusting a surface with a covering layer. Cognate languages suggest forming a crust or coating. Here the miraculous restoration moves from skeleton to sinews to flesh to skin—the visible covering that makes bodies complete.
