To cry out in distress or for help; in the Nifal, to be summoned or assembled by proclamation.
The urgent cry of those in desperate need — slaves in Egypt, oppressed Israelites under foreign rule, a lone voice calling to a king for justice. Nearly every occurrence carries the weight of genuine anguish directed toward someone who can help: 'and the children of Israel cried out to the LORD' is practically a refrain in Judges. Arabic صَعَقَ, possibly related to the sound of thunder, hints at the raw vocal force behind the word. In its rarer Nifal stem the meaning shifts from crying out to being called together — troops summoned to battle (Judg 7:23–24), a nation assembled for war. The two senses share the element of a loud, public vocal act, but differ in direction: one pleads upward, the other gathers outward.
3. sense 3 A single Hifil occurrence where Samuel 'summoned' the people to the LORD at Mizpah (1 Sam 10:17). This active causative use — calling an assembly rather than being called — stands apart from both the distress-cry and the passive summoning, functioning as a formal convocation by an authority figure. Spanish 'convocó' ('he convened') captures the deliberate, official character of the act.

1. cry out in distress To cry out in distress, anguish, or urgent appeal — the core Qal and Piel sense. Spanish 'clamar' and French 'crier' both preserve the vocal intensity. Abel's blood 'cries out' from the ground (Gen 4:10), Esau 'cried with a great and bitter cry' (Gen 27:34), and the Israelites 'cried out to the LORD' repeatedly under oppression (Exod 14:10; Judg 3:9, 15; 4:3; 6:6). The cry is nearly always directed toward someone — God or a human authority — with the expectation of response. 48×

2. be summoned or assembled To be summoned or assembled by proclamation — the Nifal (passive/reflexive) sense where people are gathered together by a public call. Korean 소집되다 ('to be assembled') and Spanish 'fueron convocados' confirm the passive, collective meaning. Gideon's messengers cause Naphtali and Asher to 'be summoned' (Judg 7:23–24), Gilead assembles against Ammon (Judg 10:17), and Ephraim is 'called together' in anger (Judg 12:1). The loud cry becomes an instrument of military or civic mobilization.
