To consider, purpose, or devise; ranges from neutral deliberation to malicious scheming.
A verb of mental intention that spans the spectrum from careful deliberation to determined purpose to malicious plotting. When God is the subject, it describes sovereign decree, as in Jeremiah's 'I have purposed and will not relent' (Jer 4:28) and Lamentations' somber 'The LORD has done what He purposed' (Lam 2:17). When evildoers are the subject, Spanish maquinar ('to scheme') and tramaron ('they plotted') highlight the sinister coloring the word takes on in contexts like Deuteronomy 19:19 and Psalm 31:13. The single occurrence in Proverbs 31:16, where the virtuous woman 'considers' a field before purchasing it, reveals the neutral evaluative core beneath the more dramatic uses.
3. to consider or contemplate — To consider, contemplate, or evaluate carefully before acting, a neutral cognitive sense of weighing options. Found only in the portrait of the capable wife who 'considers' a field and then buys it (Prov 31:16). Spanish considera and English 'she considers' both capture the deliberative quality, distinguishing thoughtful evaluation from either firm resolve or malicious plotting. 1×

1. to purpose or plan — To purpose, determine, or resolve upon a course of action, used of deliberate planning by both God and humans without inherent negative force. Spanish ha determinado ('has determined') and English 'I have purposed' converge on firm resolve. Central to divine decree passages: God purposes and does not relent (Jer 4:28; Lam 2:17), and at Babel the people purpose what they will do (Gen 11:6). Psalm 17:3 may reflect the psalmist's tested intention. 8×

2. to scheme or plot evil — To scheme, plot, or devise evil against someone, carrying distinctly malicious connotation. Spanish maquinar/tramaron ('to scheme/they plotted') and German plant Böses ('plans evil') make the hostile intent explicit. The false witness 'devised' against his brother (Deut 19:19), enemies 'plotted' against the psalmist (Ps 31:13), and the wicked 'schemes' against the righteous (Ps 37:12). Proverbs 30:32 warns against this kind of scheming. 4×
