First Peter 2:14 describes governors as sent to punish evildoers and 'praise those who do good' (agathopoiōn). This participial adjective functions substantivally—'the good-doers' or 'benefactors.' Peter's point is that civil authority ideally rewards virtue and punishes vice—even pagan governors recognize and commend good works.
