In Acts 19:29 and 19:31 it refers to the actual theater in Ephesus where the silversmiths' riot gathered—a massive structure seating thousands, used for assemblies as well as performances. In 1 Corinthians 4:9 Paul uses it metaphorically: 'we have become a spectacle to the world, to angels, and to men'—like condemned criminals paraded in the arena.
