Counsel, purpose, plan — a deliberated intention or resolution, whether divine decree or human decision
The noun boulē denotes a deliberated plan, purpose, or resolution — the settled intention that emerges from careful consideration. In its most theologically weighty usage, it describes God's sovereign decree: Jesus was delivered up 'by the determined counsel and foreknowledge of God' (Acts 2:23), and the Pharisees who rejected John's baptism 'rejected the counsel of God for themselves' (Luke 7:30). Paul declares that he did not shrink from proclaiming 'the whole counsel of God' (Acts 20:27). On the human level, Joseph of Arimathea 'had not consented to their counsel and action' (Luke 23:51). Spanish 'consejo/designio' and French 'dessein/conseil' capture both the deliberative process and the resulting purpose.
