Chief, ruler, or commander; a leader exercising civil authority or military command
A noun describing a person in a position of authoritative leadership, whether civil or military. In the prophets, it typically designates rulers and governors—Isaiah addresses the 'rulers of Sodom' (Isa 1:10) and warns that Jerusalem's leaders have failed (Isa 3:6–7; 22:3). Micah indicts the 'rulers of the house of Israel' (Mic 3:1, 9). In military contexts, it denotes a commander or captain, as when Joshua's captains place their feet on the necks of defeated kings (Josh 10:24) or when Jephthah is made commander (Judg 11:6, 11). Remarkably, Proverbs 6:7 observes that ants have no qāṣīn—yet accomplish their work, making the absence of a ruler the point of admiration.
